• While HJ Res 69 (previously numbered HJ Res 49) would specifically nullify the aforementioned AK rule, please consider the broader implications in voting in favor of this resolution: 
• The states have authority to manage fish and wildlife on federal lands (USFWS, BLM, USFS, NPS) as repeatedly affirmed by Congress, and cooperation is compelled to achieve both wildlife population and habitat objectives. This AK Final Rule is an example of failed federal cooperation and sets an undesirable precedent that could be replicated by USFWS on National Wildlife Refuges (NWR) nationally. 
• This AK Final Rule boldly preempts 3 federal statutes that grants the authority of the Alaska Department of Fish and Game to manage wildlife for both recreational and subsistence hunting on NWRs, and is affirmed by Congress in the Alaska Statehood Act, the Alaska National Interests Land Conservation Act, and the National Wildlife Refuge System Improvement Act. 
• A USFWS policy that eliminates hunting must not be allowed to surpass federal statute that explicitly identifies hunting as a priority general public use as required by the National Wildlife Refuge System Improvement Act.
